Calls to let passengers stay in wheelchairs while flying

People who use wheelchairs say they want travel rules changed to let passengers stay in their mobility devices while flying on airplanes. Advocates in Texas say devices such as bolt locking systems and seat belt-like straps can keep passengers safe while on board.
